Who is Carlota Perez?

Carlota Perez (born September 20, 1939 in Caracas) is known as a British-Venezuelan economist and academic specialising in technology and socio-economic development. In particular, she explores the concept of Techno-Economic Paradigm Shifts, which is a more advanced version of Schumpeter’s theory of Kondratieff Waves and the theory of large fluctuations.

She was awarded the Silver Kondratieff Medal by the International ND Kondratieff Foundation in 2012 and was awarded an Honorary Doctorate by Utrecht University in 2021. He served as a professor at the London School of Economics between 2013 and 2016.

Currently, Carlota Perez is an Honorary Professor at the Institute for Innovation and Public Purposes at University College London. She is also an Honorary Professor at the University of Sussex and an Associate Professor at Tallinn University. She regularly gives guest lectures at universities around the world.

Perez started his career at the Central University of Venezuela, where she studied the structural causes of the energy crisis in the mid-1970s. Later, she worked at the Institute of Foreign Trade on the technological aspects of the North-South Dialogue in the public sector (1975).

As the founding Technology Director of the Ministry of Industry (1980-1983), she founded the first venture capital agency FINTEC. She has provided consultancy services to many major public and private companies in Venezuela, especially INTEVEP, the research and development subsidiary of the national oil company PDVSA.

His Impact to the World

As an international consultant, she has also worked for various multilateral organisations, including the OECD, the United Nations Conference on Trade and Development, UNESCO, the United Nations Industrial Development Organization, the United Nations Development Program, the Andean Pact, and the World Bank.

She has also provided consultancy services to major companies (including IBM, Ericsson, Telefónica, Cisco, Sogeti and ING Bank), industry associations, ministries and industry councils, research and development institutes and development banks in many countries. His work has formed the basis of various elements of the European Union’s Lisbon Strategy, and in 2015 she was the Chairman of the Expert Group on Green Growth and Employment for Horizon 2020 at the European Commission.
